SWAMP FOX CHAPTER BYLAWS
Adopted April 2025
PREAMBLE
1. The purpose of the Swamp Fox Chapter, Frontiersmen Camping Fellowship (FCF) is to encourage and implement the ministry of Royal Rangers in the South Carolina District, through the initiation and operation of approved projects of a chapter/district scope.
2. The Swamp Fox Chapter Council, Frontiersmen Camping Fellowship, (hereinafter referred to as the Chapter) shall be governed by the following bylaws.
ARTICLE I – AUTHORIZATION
1. Relationships. The Chapter shall operate under the supervision of, and in cooperation with, the South Carolina District Royal Rangers Council. The Chapter shall operate in accordance with all policies, regulations and procedures established by this body.
2. Authority. The Chapter shall have the authority to act on all Chapter meeting agenda items approved by the Chapter Executive Committee.
ARTICLE II – PURPOSE
The primary purpose of the Frontiersmen Camping Fellowship is recognition of boys and men in Royal Rangers. The members are encouraged to be involved in the Royal Rangers ministry on the level where they are most needed. They can contribute a great deal to the program by being an enthusiastic example to others. Because of the caliber of membership, many members will be asked to assist in various outreaches of the Royal Rangers ministry on a sectional and/or district level.
ARTICLE III – MEMBERSHIP
1. Membership Status.
a. Active. In addition to the national requirements for membership in FCF, all Swamp Fox Chapter members must meet the following qualifications to remain in good standing:
(1) Current chapter FCF dues must be paid (see Article VI 1. b.)
(2) Must attend the Chapter Trace at least every other year.
(3) Any active member that moves out-of-state (other than active-duty military. See Article VI, Section 1) and wishes to continue his membership in the Swamp Fox Chapter shall make a request, in writing, to the chapter president, and continue to pay annual dues. If the request is approved, the attendance requirement above is waived.
(4) Lifetime members should attend events as noted in Section 1. a. (2) above. It is understood that at some point, for any number of reasons, a member may become unable to attend the annual Trace. Lifetime members should communicate to the chapter president when they have come to this place in their life.
b. Inactive. Any member that is absent from three consecutive Trace’s and/or his dues are past due shall be considered inactive. Inactive members will have no voting or prize-winning privileges.
c. Cancelled. Any member that is absent from five consecutive Trace’s and/or his dues are three years past due shall have his membership cancelled. Young Buck memberships will not be cancelled until they reach age 18, if appropriate.
d. The chapter shall send a letter to any member that is inactive, or his membership has been cancelled, advising him of his membership status and what he can do to return to Active status.
e. Return to Active Status.
(1) Inactive member. Upon his return to the next Trace the individual must make a request to the chapter president to return to active status and pay the current and all past due dues at the current rate.
(2) Cancelled Membership. The individual must:
(a) Anyone that came in as a Boy must re-apply for membership, completing all current membership requirements for Leaders.
(b) Anyone that came in as a Leader must re-apply for membership, completing all current membership requirements except completing any OLAL requirements, and pay 5 years back dues at the current rate, at the Adventure. Anyone that has not completed the OLAL requirements will be encouraged to do so.
(c) When active status has been restored, the member’s advancement level shall return to the level earned prior to the membership cancellation.
2. Chapter Council. All active members of the chapter are voting members of the chapter council.
ARTICLE IV – CHAPTER STAFF
1. Chapter Staff.
a. The Chapter Executive Staff includes the following:
(1) District Director/Chairman
(2) Chapter President
(3) Chapter Vice-President
(4) Chapter Scribe
(5) Chapter Scout
b. The Chapter Staff includes the following:
(1) The Executive Staff
(2) Chapter Assistant Scout
(3) Chapter Clerk
(4) Buckskin Representative
(5) Wilderness Representative
(6) Historian
(7) NMLRA Coordinator
2. Responsibilities.
a. All Chapter staff must meet the following qualifications:
(1) As possible, attend all meetings called by the Chapter President.
(2) Consistently advance within FCF including Trappers Brigade.
(3) In addition to the qualifications above, the chapter president and vice-president must:
(a) Have successfully completed the National Rangers Ministries Camp or previous National Training Camp.
(b) Be a Buckskin member or above.
b. Chairman. The district director will serve as the Chapter Chairman.
3. Appointment and Terms of Office
a. Application for all staff positions shall be made using the SCDRR Staff Application form. All positions, with exception of the President and Vice-President, shall have approval of the President, Vice President, and Chairman. He must then survive a popular vote by the Chapter at its next regular meeting.
b. President. The Chapter President is appointed to his office by the district director and approved by the district executive staff. He must then survive a popular vote by the Chapter at its next regular meeting to become the FCF president.
c. Vice President. The Chapter Vice-President is appointed to his office by the district director and approved by the district executive staff. He must then survive a popular vote by the Chapter at its next regular meeting to become the FCF vice president.
d. Terms of Office shall be from Trace to Trace in odd years. With the exception of Scout and Assistant Scout, a position may be held for multiple terms. Any appointment made after an odd year Trace shall run until the Trace held in the next odd year.
e. Scout and Assistant Scout. The Scout and Assistant Scout are Royal Rangers selected through testing by the Chapter, from among the Young Bucks in the Chapter. He must be a member of the Chapter for at least one year. The Scout and Assistant Scout may serve two consecutive terms.
ARTICLE V – ELECTIONS
Elections and confirmation votes will be held at the annual chapter Trace in odd years.
ARTICLE VI – FEES AND DUES
1. The following fees have been set:
a. Fees for chapter events will be determined by the executive staff.
b. Annual dues – $20.00.
(1) Dues are paid annually at Trace.
(2) Dues are paid in advance for the coming year.
(3) Dues are waived for:
(a) Young Bucks,
(b) Full-time students, and
(c) Active-duty military personnel serving outside the South Carolina District.
c. Lifetime Chapter Membership.
(1) $200.00 or awarded with the Descending Dove Award.
(2) Dues of Lifetime members are waived.
2. Dues or other fees may be waived under extenuating circumstances at the discretion of the president.
ARTICLE VII – AMENDMENTS
These bylaws may be amended at the annual Chapter Trace by a simple majority vote of those members present.
